Air Pollution Control
Air Pollution Control is a core activity of Mr. Lewis. Aside from completing and submitting periodic reports to air pollution control agencies for many clients for many years, Mr. Lewis also completes and submits air pollution control operating permit and construction permit applications to regulatory agencies in several states. Mr. Lewis is currently representing a western Massachusetts manufacturer before the Department of Environmental Protection as part of an administrative consent order (ACO). This work is entailing the development and implementation of a comprehensive "Environmental Management Systems" plan for the facility.
Recently, Mr. Lewis completed the design, procurement, permitting and installation of an air pollution control system for another Massachusetts manufacturer. That project alone had a budget of $1,200,000 which Mr. Lewis managed in behalf of the client. This work was also completed as part of a Department of Environmental Protection mandate. Mr. Lewis coordinated the significant interface between the client, client's representatives and the state agency. Recent performance testing of the installation showed that its performance significantly exceeded the performance mandated by the state agency.
The Clean Air Act of 1977, amended by the Clean Air Act Amendments of 1990, directs state agencies to develop air pollution control regulations. A portion of these regulations in most states, including Massachusetts, Connecticut and Vermont require that many industrial sources of air pollution prepare and file periodic air pollution source registration statements with the state and/or local air pollution control agency. Like the well known tax code administered by the Internal Revenue Service, the air pollution reporting and control requirements vary considerably from facility to facility depending on the operations in which the facility engages as well as the size and recent compliance history of the facility.
